ANOTHER TALENTED PAKISTANI READY TO GO ABROAD !

        Human capital flight or Brain drain is the large scale emigration of individual with technical skill or knowledge. A total of 2,765,789 have proceeded abroad for employment opportunities over the last 5 years; a statement released by the Ministry of Overseas Pakistanis and Human Resource Development. In an earlier report, the said Ministry disclosed that 5,873,539 Pakistanis have emigrated from 1981-2012, out of which a staggering 41,498 professional and technical workers left in 2012 alone. The net result is a brain drain that is leading to more and more Pakistanis lining up to leave the county every day. At present, over 7 million Pakistani are living outside the country. This trend is robbing the nation of the next crop of engineers, doctors, scientist, and economists, etc and is alarmingly harmful for the country. Human capital flight is not a new phenomenon, it had aged long history and is now its seriousness has aggravated terrifyingly. For one reason or the other, the people go abroad and only sufferer is our motherland. There is a famous Punjabi maxim: “jehray khandan, aulad nu jawan kar kay, susral day hawalay kar dandain nain ,oh khandan barbad ho janday nain.” (God forefend).Families who nourish their young ones and then hand them over to In-Law’s family, get ruined.”
           Muhammad Ali Jinnah went to England in 1930 and decided to settle there as Indian National Congress lost respect in his eyes, the Muslim League was not vibrant as per his expectation and provincial Muslim leaders were entangled in local politics. The plight of Muslim leaders of Assam and Bengal were similarly dismal. He was deeply mortified in this scenario as no one was serious about the Muslim cause. At this juncture, Allam Iqbal was running the Muslim League affairs but in the absence of Quaid i Azam, the death of Maulana Mohammad Ali Johar, departure of Abul kalam Azad and Dr Ansari to the Congress, Sir Fazal Hussain was engaged in underground politics and he himself was facing senility and sickness. In these circumstances, it was not possible for him to run the business of Muslim League. So, he wrote a comprehensive, convincing and crucial letter to Jinnah and put in the picture, the entire episode of dismal situation and persuaded him to return. Jinnah, a prudent, dauntless and sang-froid leader acceded to his request and returned in 1934 and Allama Iqbal handed him over the reign of Muslim League. Quaid e Azam unified all the factions of Muslim League and gathered all the Muslims on a single platform. It was the turning point in the history of Muslim of Sub Continent that leads to the creation of Pakistan.
             Rafiuddin was a prominent UN of employee since 1970. He worked on key posts of UN for almost three decades. Near his retirement in 1999, he requested government of Pakistan that he is ready to serve Pakistan foreign office voluntarily and desire to utilize 30 year of foreign office experience for the benefit the country. His request was rejected because we don’t need educated, experienced and trained person and that too willing to work freely. That is how; we squandered services of a talented man of Pakistan. Later, he was appointed advisor in UNDP on a handsome salary and then in UNIFEM and then Secretary General Kofi Annan made him his special advisor in Iraq that is the most coveted and important position after Secretary General of UN.
        Dr Afzal Ur Rehman was called out by President Ayub Khan through Dr Javed Iqbal to mould the constitution in the framework of the Quran and the Sunnah. Dr Afzal Ur Rehman accepted the proposal and shifted to Pakistan. He was made Chairman of Council of Islamic Ideology. When he had just started working, local ulemma proclaimed a Fatwa against him. He was deeply mortified and decided to quit the country.
          Dr Abdul Salam joined Government College in 1951. He was made coach of football team. He requested for a better and appropriate job; he was made Warden. In a disappointment he left the country in 1954. Imperial College London made him Head of the Department of Theoretical Physics. Then Italian government honored him by establishing a scientific laboratory on his name. Dr Salam’s major and notable achievements include the Pati-Salam Model, magnetic photon, vector meson, Grand Unified Theory, work on super symmetry and the most important electroweak theory for which he was awarded the most prestigious the Nobel Prize in physics jointly with Sheldon Lee Glashow and Steven Weinberg.
         Dr. Abdul Kalam came to Pakistan from Netherland; He wanted to get job in Atomic Energy Commission. He applied for the post but was rejected being incompetent. In despondency, he went back to Netherland. When Indians came to know about him, they invited him to come to India and gave job in missile program. Later is history; he developed Indian Nuclear Program………….. Missile Program………President of India………highest awards………40 PhD degrees…….Indian hegemony…….counter reaction from Pakistan……
          APJ Abdul Kalam, eminent scientist and engineer, not only made India a nuclear power but also developed its missile program in par with other world powers. He was made 11th president of India from 2002-2007. He is often referred as the ‘Missile man of India’. Know his popularity in India as a president; he is being called “People President”. He was also awarded nation’s highest civilian Awards the Padam Bhushan and then The Padma Vibhushan, the Bharat Ratna. He also forwarded a project plan for establishing bio-implants. He also received honorary doctorate degrees from 40 universities.
             Dr Abdul Qadeer was working in Dutch Urenco Plant. When he came to know about nuclear explosion of India, his patriotic passion provoked and dragged him to Pakistan. After some misunderstanding with establishment, he flew back. When Z.A. Bhutto came to know the entire story, he contacted, convinced and persuaded him to come back……… and the result of ‘his return’ is before us that the color Chagai hill changed from black to white in 1998 with purity of success , faces of Pakistani turned red with delight, facade of Indians turned pale with dread and complexion of entire world Community turned purple with anxiety; the features  of Muslim world turned green with friendship, fertility, fain, freedom, freshness, fascination and faith; the entire globe behaved like a ‘chameleon’. Pakistan became the world’s 7th nuclear power and the first nuclear weapons state in the Islamic World.
             Dr. Abdul Qadeer Khan is also known as ‘Benefactor of Pakistan’. He is nuclear scientist, metallurgical engineer and founder of HEU based Gas Centrifuge Uranium Enrichment Program. He also founded Kahuta Research Laboratories in 1976. He also made major contributions in molecular morphology, physical marten site and material Physics. He was awarded Hilal-i-Imtiaz (1989) and Nishan-e-Imtiaz (1999),etc.
       Dr. Aamir Ali is another promising scientist. He did his PhD from the Punjab University in tissue culture technique and then completed his post doctorate in Molecular Biology from USA. Then he returned to Pakistan and is working as Assistant Professor in Biological Sciences in The Sargodha University. Dr. Aamir Ali was offered healthy salary to work in USA but he preferred petty paltry salary enriched with patriotism. He joined Sargodha University on the instigation of Vice Chancellor of the said university Dr. Akram Chauhdhry. In a short, he developed special specie of Kinno (orange) which has no seed and high yield. He distributed 2500 plants to farmers. This is a hybrid plant and there is special technique to extract ‘parent plant’ from it. Secondly, last year red rod disease of sugarcane spoiled a large chunk of crop and thus reduced cane yield chillingly. Dr. Aamir Ali had developed red-rod resistance specie of sugarcane. So, in future there is no chance of red rod disease to spoil the cane crop; still further, it has 70% more sucrose which is an extra benefit and will increase the yield of sugar (sucrose). This wonder is done by no other man but a son of our soil Dr. Aamir Ali.
        Now-a-days, he is working to prepare sugarcane which doesn't cause diabetes. And soon 6 millions diabetic patients in Pakistan will enjoy sweet taste again. He purchased his own PCR machine of 10 lacks Rs. Its operation, power back up, chemicals, etc, are all expensive. But Dr. Aamir Ali is following Jonoon’s song:  Hay jazba janoon tu himat na haar.
        The function of PCR (Polymerize Chain Reaction) machine is to produce multiple copies of single DNA. So, scientist can extract gene from these DNA. These genes have specific code. Take gene of disease resistance plant and lodge it on another plant making it resistance to disease. So, PCR is an effective machine to fight against plant diseases.
        But due to persistent load shedding, lack of instruments, be short of admiration, scarcity of resources, non utilization of product made_ in sum obstacles of all kinds, disappointments of all varieties, problems of all categories have compelled Dr. Aamir to leave for USA. Americans are waiting anxiously for his comeback. They are sure that one day he will return, probably they are aware that we, Pakistani, are champion of frittering away the abilities of talented people.
         It is for the common people that now a days, farmers in Pakistan and India are using hybrid seeds. It means that the crop will grow but will not yield seed. Farmer has to buy its seed from the multi-national companies by paying again and heavily. A few months ago, my friend Malik Asghar Ali Nadeem (farmer) showed me a small pouch containing 1000 imported hybrid seeds of cucumber. I asked, “How much is the cost?” He replied, “4000Rs”.  I was maimed and whispered: “it means that one seed costs Rs 4”.He supplemented that these are the cheap one as the rate of good quality seed ranges from 9 to 10 Rs. Now days, our agricultural system is relying heavily on hybrid seed for desire of high yield. These hybrid seeds are not only costly but often unavailable at the point of need. India is also using hybrid seed, but their government made a deal with multinational companies to install seed plants in India and sale their seeds for 10 years. After that these seed plants will be ours. It means, they prudently allowed Multi Companies to have a business for only 10 years. And this period of 10 years is going to be expired in 2014-2015.On the contrary, we didn’t make any such deal. So, we will keep on paying high money to buy seeds. A person, like Dr. Aamir, who had experimentally prepared hybrid seed and can generate parent plant from any hybrid plant; is getting ready to fly, leaving behind our hapless farmer in the doldrums.
      Who can dare to stop him? I will just tell him that agriculture sector plays a key role in our national economy as it contributes 21.4% of GDP and employees 45% of country’s total labour force. During 2012-2013, the agriculture sector grew by 3.3%.But the production of cotton and rice declined by 4.2% and 10% respectively. We are using 40 pounds of fertilizer per acre while Egypt is using 160 and Japan 400 lb so we are well behind in use of fertilizer. We heavily rely on canal irrigation (75%) and during 2012 kharif season (April to September), canal head withdrawals stood at 57.7% million acre feet (MAF) showing decrease of 4% than the last year. Pakistan is facing acute water shortage since 1992 when available water was 1700 m3 per capita per year. Now, it has fallen to just 1200m3.All these shortages result in low agricultural production and eventually in shortage of food. According to World Food Program 77 million people of Pakistan are facing shortage of food .Astonishingly about 10 million people eat once a day, about 140 million people spend their entire earning on buying food and remaining population eat twice a day as we have no concept of three time meal, which is evident from our proverb: “do waqt ki rooti”. So scarcity of foodstuff has stretched its shoots on every side. It is the time you can change the fortune of the country man as did Dr Younis for Bangladesh; you can transform our agriculture and thus can change the proverb to: “teen waqt ki rooti.”
